US citizens should leave Ukraine. State Department warns it will not be able to evacuate US citizens in event of Russian military action.

Mr Biden said he would not send troops to rescue Americans if Moscow invades Ukraine.

He warned that “things could go crazy quickly” in the region.

“American citizens should leave now,” Biden said in a pre-taped interview with NBC News that was released on Thursday, reiterating a message from last week.

“It’s not like we’re dealing with a terrorist organisation. We’re dealing with one of the largest armies in the world. It’s a very different situation and things could go crazy quickly,” he added.

Biden also repeated that under no circumstances would he send US troops to Ukraine, even to rescue US citizens in case of a Russian invasion.

“That’s a world war. When Americans and Russians start shooting one another, we’re in a very different world,” he said.

Russia and Ukraine announced late on Thursday that they had failed to reach any breakthrough after nine hours of talks with French and German officials aimed at ending the separatist conflict in eastern Ukraine. Ukrainian envoy Andriy Yermak said while there were disagreements “there is a will to continue and there is a will to negotiate”.
